Advisory Team


Iqbal Singh Dhaliwal is the Global Executive Director of J-PAL. He works with the Board of Directors to develop the organization’s strategic vision, and with the leadership of the six regional offices to coordinate J-PAL’s worldwide research, policy outreach, capacity building, and operations. He is also the Co-Scientific Director with Esther Duflo of J-PAL’s South Asia regional office, Co-Chair with Abhijit Banerjee of the Innovation in Government Initiative (IGI), and Co-Chair with Shawn Cole of the Innovations in Data and Experiments for Action Initiative (IDEA). He is a board member of J-PAL and the NGO Noora Health. He is also a member of 'Group of Experts' convened by the Chief Minister of Punjab, India to develop the post-COVID economic strategy for the state.

Based at the economics department of the Massachusetts Institute of Technology (MIT), Iqbal has held a number of positions at J-PAL, including Deputy Executive Director (2013–2017), founding Director of the Policy and Communications group (2009–2017), interim Director of the Research, Education, and Training vertical (2016–2017), and Co-Chair of the Governance Initiative (2010–2014). He is the co-author with Rema Hanna (Harvard) of a very large, five-district randomized evaluation on improving health outcomes and service provider attendance in rural India.

Before joining J-PAL in 2009, Iqbal was a director in the economic analysis practice of a consulting firm in Boston where he managed numerous engagements involving antitrust issues, regulation, and strategy; and before that an analyst in a strategy consulting firm outside of Washington D.C. He began his career in public service as a member of the Indian Administrative Service (IAS), in which he served as a Deputy Secretary in a state government, director of a statewide welfare department, and CEO of a publicly owned company. As the sub-collector of one of the state’s largest administrative divisions, he led a large bureaucracy that implemented numerous development programs in the field.

Iqbal stood first in the nationwide Civil Services examination and also received the Director's Gold Medal at India's National Academy of Administration. In 2019, the Government of Punjab, India awarded him the Guru Nanak Devji Achievers Award for his "contributions to the field of economics and poverty alleviation." He received the Dean's Fellowship at Princeton University and the gold medal for standing first in the college in his undergraduate program. He has a BA in economics from the University of Delhi, an MA in economics from the Delhi School of Economics, and an MPA in international development from Princeton School of Public and International Affairs.

Siddharth is Project Director at C-LOP. Prior to joining C-LOP, Siddharth worked at the National Institute of Urban Affairs in New Delhi where he led the 100 million Euro CITIIS program to drive investments in education, housing, transportation and eGovernance. He has led the development of capacity building programs for CIDCO Maharashtra 1600 staff across engineering, planning, finance and administration verticals. Siddharth has been part of the National Smart City Mission and has also delivered urban education programs for municipal schools in Mumbai through his stint at UDRI Mumbai.

He has a background in technology, data and public policy with graduate education in Computer Science and Geography from University at Albany, and in urban planning from NYU Wagner School of Public Policy.

Avantika Dhingra is a Senior Manager at C-LOP. Prior to joining C-LOP, Avantika worked as a Senior Project Manager at Central Square Foundation. Through her five plus years at CSF, she managed the human capital development vertical with a specific focus on the middle management bureaucracy in Education, as well as spearheaded the team working on improving classroom instruction and practice for foundational learning (Grades 1-3). Avantika is a Piramal Fellow and initiated her stint in the development sector by working with marginalised artisans across India and helping them gain access to city markets.

Avantika holds a MA in Public Policy from the Lee Kuan Yew School of Public Policy, NUS and has pursued her graduation in Political Science from Jesus and Mary College, Delhi University.

Manjali works as a Senior Manager with C-LOP on building state capacity. She comes with a deep understanding of implementing competency frameworks and aligning them within the capacity building model. Before C-LOP, Manjali was associated with the National Institute of Urban Affairs, leading the capacity building unit at CIDCO under the Smart City project.

She has a background in knowledge management, change management, organisational restructuring, competency assessments, benchmarks and content curation. She's an advocate of leveraging technology to create learning opportunities. Manjali holds a post graduation in Human Resources from XLRI.

A Rabindranath is an Advisor at C-LOP. He provides thought leadership for the programme and has been closely associated with the DoPT for the last few years, having been the project lead on a research assignment that led to the creation of the behavioural competency dictionary in 2014. The current architecture of iGOT Karmayogi takes off from this dictionary to embed learning systems in myriad ways. He has been a key member in the development of the functional architecture of iGOT Karmayogi through the development of the FRAC and PIAA methodologies.

Rabi has been an HR consultant for over 30 years. He has worked with premier firms like Andersen, Mercer, and Hay Group across various functional areas with a particular focus on organisation design and talent management systems like Competencies and Organisational Learning Architecture. His experience of working with a wide array of organisations – large MNCs like ABB, EDF, GE and highly reputed Indian organisations like Maruti and DMRC -- brings valuable insight into the workings of Mission Karmayogi. Rabi holds an MBA from XLRI.

Bhumika is a Senior Manager: C-LOP with J-PAL, South Asia. She comes with over 14 years of work experience in Edtech, skill development and the social sector. In her previous organisation, National Skill Development Corporation (NSDC), she contributed to the Government of India's Skill India Mission through multiple initiatives that focused on improving quality in the skill development value chain. These included improving governance mechanisms to developing frameworks for career pathways, quality training and assessments, amongst others. Bhumika led the capacity-building program for trainers and assessors at NSDC and created impact through collaborations with national and international partners.

Bhumika is passionate about developing quality-based frameworks for ensuring sustainable impact. During her free time, she enjoys traveling and loves to fiddle with paints and brushes.

Ziaul Hoda works as the Engagement Lead for the Capacity Building Commission at C-LOP. Prior to this, he worked with GIZ India in the area of human capacity development, competency framework, and institutional development. With over 19 years of experience, Zia led the institutional development process for the National and State Mission for Clean Ganga and was instrumental in shaping the competency framework for the Department of Economic Affairs, Government of India. He also co-created and rolled out leadership modules on leadership with institutions like Lal Bahadur Shastri Academy of Administration and Sardar Vallabhbhai Patel National Police Academy and has facilitated over 500 learning processes covering over 10,000 learners from across the country.

He has a Master’s degree in Extension Education from Jamia Millia Islamia University, New Delhi.

Simi is a Senior Manager at C-LOP, and works closely on the conceptualisation of instructional design modules. She is an IBM-certified learning professional and comes with two decades of experience in talent transformation and organisation effectiveness.

Using her consulting, learning and design skills she has driven multi-shore projects with clients in the US, UK, Europe, and South Asia across a variety of industries including automotive, logistics, healthcare, pharma and renewable energy. She started her professional journey as a content designer with NIIT, and has since worked in L&D projects, product management and consulting roles with IBM, Accenture and Thomson Reuters. In recent years, she has become an advocate of using human-centred design thinking for solving complex problems in the social and development sector. Her previous experience in the social sector has focused on enabling India's youth to become change makers and localise Sustainable Development Goals in their own communities.

Shubnit Mehra is a Manager at C-LOP. He works closely with Government of India’s Department of Personnel and Training on a range of tasks related to capacity building needs of the 20 million government officials in India. He is a data enthusiast and he contributes keenly on data related tasks at C-LOP.

Before joining C-LOP, Shubnit was associated with Teach For India in Hyderabad for five years where he undertook various roles. He has a PGP certificate in Business Analytics and Business Intelligence from McCombs School of Business, University of Texas at Austin and holds a Master’s degree in Bioinformatics from Amity University.

Rameshwar is Programme Manager, Capacity Building Commission at C-LOP. Prior to this, he has worked with Kudumbashree NRO in establishing systems and processes for the flagship entrepreneurship programs under National Rural Livelihood Mission, Ministry of Rural Development across multiple states.

Rameshwar holds an M.A in Public Policy from the University of Chicago, an M.A in Development from Azim Premji University, and a B- Tech in Mechanical Engineering from Vellore Institute of Technology.

Sreejita Basu is Communications Manager at C-LOP. She is a development communications professional with a decade’s experience, works at the intersection of public policy and strategic communication. She specialises in evidence-based social and behaviour change communication, storytelling and multimedia campaigns, creative writing, print and digital media, stakeholder engagement and advocacy. 

Prior to joining J-PAL, Sreejita worked with KPMG India where she led the communications portfolio for Swachh Bharat Mission-Urban, the flagship sanitation program of the Government of India as part of the National Program Management Unit for the Ministry of Housing & Urban Affairs.  Her work has spanned a range of thematic areas such as water and sanitation (WASH), sustainable forest management, gender and child rights across organisations such as National Institute of Urban Affairs, Global March Against Child Labour and the USAID funded Forest-PLUS program.

Alok is Senior Associate at CLOP. Alok brings the unique perspective of grassroot and scale in his approach towards development, governance and public policy. 

Prior to CLOP, he has worked with the Government of Rajasthan, Jharkhand and Uttar Pradesh at the district and state level for flagship missions such as Swachh Bharat Mission-Gramin, Aspirational Districts Program and Sewapuri Vikas Abhiyan respectively. He developed strong partnerships with several Civil Society Organizations while leading the education and community sports vertical at Parivartan, Bihar. 

He holds B.Tech and M.Tech in Design Engineering from IIT-Madras, PGP Certificate in Liberal Arts and Leadership (Young India Fellowship) from Ashoka University (YIF) and most recently PGP Certificate in Public Policy from Indian School of Public Policy. He envisions using technology and data to address organizational capacity constraints within government and impact space.

Nupur Ghuliani is a Senior Policy Associate at C-LOP. C-LOP is currently working with the Government of India’s Department of Personnel and Training (DoPT) on the creation of a platform that will provide lifelong learning opportunities to public officials in India by helping them build skills and knowledge across a wide range of domains.

Prior to joining C-LOP, Nupur worked with a civic-tech organization based in Bangalore which enables young people to solve civic and environmental issues. Nupur was also a Youth for India fellow by virtue of which she spent a year working on clean energy in rural Rajasthan.

Nupur holds a Masters in Public Policy from the University of Chicago and a Bachelors in Commerce from the University of Delhi.

Suvi Jain is a Senior Policy Associate at C-LOP. She is a qualified public policy researcher and advisor with experience in working with Union Cabinet Ministers and Members of Parliament on national and international advocacy projects. Suvi is a lawyer by training from Aligarh Muslim University and has worked extensively in the fields of policy formulation, public service delivery and good governance. She has also been trained as a Legislative Assistant to Members of Parliament (LAMP) Fellow.

Ramsha Alam is a Senior Associate Video Producer at C-LOP.

Prior to joining C-LOP, Ramsha worked extensively across different visual and aural communication projects for broadcast media, corporates, government bodies and social sector clients.

Ramsha holds a Master’s degree in Mass Communication from Jamia Millia Islamia and has pursued her graduation in Journalism from Lady Shri Ram College for Women, Delhi University.

Shashwata Nova is a Graphic Designer at C-LOP. She has extensive experience of more than 14 years in the social development sector as well as with reputed FMCG brands. She is skilled in corporate communication, advertising, branding and identity design, event management, packaging design, fashion marketing and production. 

Prior to C-LOP she was working with Breakthrough India, an organisation working to create a cultural shift and make discrimination and violence against girls and women unacceptable. She was leading the designing of the campaigns, events, photo shoots and was taking care of all the in house production requirements. 

She has completed an MBA in Design Management with specialisation in Fashion Retailing and Visual Merchandising from INIFD and a Master’s degree in Social Work.

Anognya is an Associate at C-LOP. She is a policy professional with experience in government engagement across sectors. At C-LOP, she supports the team on different projects through research, communications, and operations.  

Before joining J-PAL South Asia, Anognya worked as a Legislative Assistant to Member of Parliament where she contributed to policymaking through parliamentary interventions. She also has experience working on issues of social protection and public service delivery. Anognya has a Master's in Public Policy from the National Law School India University, Bangalore and a Bachelors in Global Studies from Colby College, USA.

Mehr Pasricha is a Senior Associate with the C-LOP (Creating Learning Opportunities for Public Officials in India) team at J-PAL South Asia. She and her team work closely with the Government of India's Department of Personnel and Training to evolve the frameworks and processes for offering high quality learning and development opportunities within the government ecosystem.

Formerly, she worked at the National Skill Development Corporation under the aegis of the Ministry of Skill Development & Entrepreneurship, on improving the quality of training and assessment offered within the vocational education landscape in India.

Mehr has been a Young India Fellow at Ashoka University, and has graduated with a Bachelors in Psychology from Sophia College for Women, Mumbai.

Nabajit is Senior Designer at C-LOP. He breaks down concept-heavy ideas and strategies into a range of compelling audio-visual collateral. This includes the conceptualisation and designing of reports, illustrations, artworks, social media graphics, and videos. 

He has a background in communication design for various non-profit organisations, social movements and start-ups. His skills lie in illustration/cartooning, advertising, photo and video production, and branding. Before C-LOP, he was at ActionAid India, an organisation that works for the social and ecological justice of marginalised communities. Nabajit holds a Masters in Social Work (MSW) from Jamia Millia Islamia.

Sachin is a Consultant at C-LOP, working on PIAA (Proctored Independent Authorised Assessments). An alumnus of the Indian Institute of Forest Management (IIFM), he is associated with social development especially in the area of education, vocational training, rural development and corporate social responsibility. With over 20 years of experience, primarily in leadership roles across industries and sectors, Sachin has worked with a range of organisations including governments, International NGOs and corporates. Sachin’s passion for working with communities particularly youth is well exhibited in a range of projects undertaken for all major departments and ministries as well as with bilateral and multilateral agencies dealing with education and vocational training in India, including ILO, UNDP, DFID UK, European Commission, etc. 

In his previous role, Sachin worked with Pearson Plc heading their International Qualifications and Vocational Training businesses in India, where he oversaw training of more than 100,000 youth towards gaining skills and employment.

Sanchita is Communications Associate at C-LOP, supporting the Communications Manager in driving the communications strategy for the initiative. Her work involves creating compelling content for the website, campaigns for social media and working with the design team to translate complex concepts into easy-to-understand audio-visual collateral.

Prior to J-PAL, she worked as a Media and Communications Consultant with the Ministry of Education. She managed a slew of campaigns for flagship schemes like Ek Bharat Shreshtha Bharat, Azadi Ka Amrit Mahotsav schemes. She has also worked as a journalist with Zee News, and her specialities lie in content development and digital media. She has a Masters in Journalism from the Asian College of Journalism and a Bachelors in English Literature from University of Delhi.

Sanjana Anand is an Associate with C-LOP. She is a policy and communications professional with experience in research, stakeholder engagement and content resource mobilization.

Prior to joining J-PAL, Sanjana worked with the Centre for Civil Society, a policy think-tank organization based in Delhi. She holds a BA. (Hons) in History from Delhi University and an MSc. in Public Policy and Management from King's College, London.
